On May 19, the presentation of the book Digital Governance and Cyber Diplomacy was held at “Librarea,” the bookstore of Caucasus University.
The book was prepared inder the auspices of the Cybersecurity Center of Caucasus University and authored by Vladimer Svanadze and Maksim Iavich. It is the first Georgian-language publication in Georgia dedicated to digital governance and cyber diplomacy. The book is designed as a textbook and may be used by students at all levels, as well as by scholars and researchers.
The publication examines the challenges, best practices, and existing architecture of digital governance, as well as the latest United Nations document - the Global Digital Compact (GDC) - concerning the development of digital technologies in 2025–2030. It also explores cybersecurity policies and strategies, along with the impact of emerging technologies - including artificial intelligence, quantum and blockchain technologies, and the Internet of Things - on cyber diplomacy.
About the Authors
Vladimer Svanadze holds a PhD in Public Administration and is an affiliated professor at Caucasus University. He also serves as Vice President of the Scientific Cybersecurity Association of Georgia (SCSA) and is the founder and Chair of the Board of the Internet Development Initiative (IDI). His professional work focuses on scientific, practical, and academic research in cybersecurity and digital governance.
Maksim Iavich is a Corresponding Member of the Georgian National Academy of Sciences, Professor, and Director of the Cybersecurity Center at Caucasus University. He is also President of the Scientific Cybersecurity Association and an expert in cybersecurity and post-quantum cryptography, with extensive academic and practical experience. In 2025, he was a Weiser Scholar at the University of Michigan. His work encompasses advanced cybersecurity research, education, and the promotion of innovation at the international level.
